The Arizona State Capitol building was created to demonstrate that the Arizona Territory was ready for statehood. The building in Phoenix formerly housed the Territorial and State Legislatures, and various executive offices. However, the Capitol is now maintained as a museum. The serenity of the locality has been captured well in the picture. The fluidity of the flags enlivens the otherwise still frame.
