The Memorial was designed by Lawrence Halprin and is a presidential memorial dedicated to the U.S. President Franklin Delano Roosevelt. The memorial has four rooms, each representing Roosevelt's respective terms in office. Water is an important physical component of the memorial and each of the four rooms contains a waterfall. The waterfalls become larger and complex as we move from room to room, reflecting the complexity of presidency.
